Evaluating Health Care Interventions

Rationale

The role of evaluation has increasingly been recognized as critical to the achievement of development results.  It has now become an integral part of policy and strategy formulation, programme and project management and organization capacity development in almost all the UN organizations, Governments, NGO and corporate sector.  The expansion in the scope of evaluation activities requires a large and strong core group of evaluation professionals.  However, in the South Asian region there is a dearth of professional evaluation expertise.  Evaluation professionals lack access to high-quality professional development training in evaluation, which consequently has hindered the evaluation capacity in the region.  Evaluations tend to be put off due to weaknesses in programme design and implementation.  More broadly, a lack of emphasis on the role of evaluation within an organization’s culture of learning and accountability has also limited evaluation capabilities.  The capacity building is required at all levels regional, national and sub-national.  

This training programme aims to bridge this gap.

Objectives:

The objectives of the training programme are as follows:

  • To describe the role and concept of evaluation and its relevance to development

  • To understand the different types and purposes of evaluation

  • To understand the elements of an evaluation design and methodologies

  • To understand the standards of evaluation, ethical dimensions and good practice in conduct and reporting evaluation

  • To be able to develop and critically appraise a Terms of Reference (TOR)

  • To be able to critically review evaluation findings and utilize them for programme refinement

  • Role of evaluation in development

  • Types and purposes of evaluation, its link to monitoring and steps in planning

  • Evaluation approaches and theories

  • Evaluation design and methods

  • Good practices, ethics and standards in evaluation

  • Commissioning an evaluation

  • Writing a Terms of Reference and management of evaluation

  • Utilization of evaluation

Participants

The programme is designed for programme/project managers and planners in public and private and NGO sectors involved in the planning, management, monitoring and evaluation of health care programmes/projects at national and state levels.
